This book examines international laws institutional and regulatory responses to marine geoengineering. It examines the obligations on States pursuing these technologies, distinguishing their development from commercial deployment. Focusing on the Convention on Biological Diversity, the international climate change regime, and the law of the sea, the book underscores that the exponential increase in interest in these technologies must be met with a corresponding increase in regulatory oversight. It argues that existing institutional frameworks provide the best foundation for governance and emphasizes the importance of regime interaction to ensure the safe and effective regulation of marine geoengineering.
